So I got a 2″ bike rack a couple years ago for the RV and now decided it would be nice to be able to carry the four bikes around town. I went and got a receiver hitch last week and installed it on Saturday, in about an hour.
The instructions said no drilling, but I did notice that the heads of the bolts simply did NOT fit through the hole in the frame of my 2003 Dodge Caravan. While contemplating drilling, I realized there were only two bolts left holding the bumper in place, having already removed two per the instructions for the install. So I removed the three screws from each wheelwell, two from the inside of the bumper cover inside the tailgate and pulled the four plastic snap tabs from under the cover and had full access to the bumper. Undoing the two remaining bumper bolts allowed me to just slide the bumper right off.
I then was able to run the thread wire down from the back, right into the hole and slide the bumper back in place and bolt it down. This operation went without a hitch and I even had my six year-old daughter help hand tighten the bolts. As the pics show, she was the QA department and approved!
