I have a honda is3000 that will go in an aluminum box with vents.  I was going to put this on the tongue of my tt but it will add at least 300 lbs.

I know there are hitch racks so we could add a hitch receptacle to the rear of the toyhauler and put this genny box on it but we could not swing down the door.  Is there a hitch rack that swings out on an arm or slides on a track that might be able to solve this?

Take a look at the Stowaway swing out hitch rack:

Swingaway Hitch Mounted Cargo Carriers

You should be able to buy just the swing out platform without the cargo box. Some modification might be necessary though for clearance by the looks of the hardware.
